If you receive a message that your bid is too low after you confirm the bid what has most likely happened is that while confirming your bid another user has raised the current bid higher than your new bid.

For example if the current price is $10.00 and you are bidding $11.00. While on the confirmation screen another bidder bids $15.00 and brings the current price to $15.00. When your bid goes through it is lower than the current price.
